Personally, I like what the Ravens and Steelers did. They are probably my top two. The Chiefs addressed a lot of needs, but I'm not as crazy about their draft as so many of the "experts" are.
As far as the Bears failing, they addressed their biggest needs. In theory, they upgraded the offensive line, brought in serious competion for Benson (who I am ready to call a bust as a featured back), and addressed the need for depth on a defense that was plagued by injuries last year. As far as QBs go, both Grossman and Orton have both shown that they can control a game or even be good when given enough time (remember when there was talk about Rex being MVP after an outstanding September in 2006?). The Bears hopefully took care or the most glaring problems. Even Peyton Manning or Tom Brady would look like hell behind last year's line. By the time the Bears addressed their biggest needs (OT and RB) any QB that could come in and really make an immediate difference was pretty much gone. They also needed to draft a good receiver for that QB to throw to. Why waste big money on a guy that probably won't be the ultimate answer (certianly not for a few years)? Besides, they grabbed two rookie free agent QBs (along with 8 other rookie free agents). Overall, I would give the Bears somewhere in the C+ to B- range.
