Adam Zagowski (I think that's his last name, any way...he's the author of "Zag's Blog) is a beat writer who is big on recruiting and such. He's been following the Ebanks situation for a few months now (almost since the day Kelvin Sampson "quit").
He's been saying for a few weeks that RU is probably the favorite at this point, although it's only by a small margin. I've also seen it repeated by other writers that Miami and West Virginia are essentially out of the running.
Obviously, there's no way to get into Devin's head to know exactly what he's thinking, but all indications are that it's going to be RU (probably around 50%) up against Memphis (40%) and longshot Texas (10%). Those numbers could obviously change this weekend with his visit to Memphis, but right now, that's how everything is appearing to fall.
