Not too sure about getting rid of Buck to give Moats a spot, Buck is 30 this year and with the limited action he will see this year it is not exactly going to be strenuous on his body and it should not be an issue.
The downside with Moats is that although he showed glimpses of potential when he was on the field, Buck does it consistently. 5 yards a carry and four touchdowns last season. If the coaches thought that Moats had that in him at this point of his career, he would have been on the field more last season.
I am not putting Moats down, I have not seen enough of him to say one way or the other what his potential is, however Buckhalter gives the Eagles the consistency they need. If Moats makes the team because he shows more talent than Buck in mini camp then good for him, I just can't see it happening based on past performance.
In response to the initial question, of course the eagles would pick different players with the majority of their picks in the majority of drafts with the benefit of hindsight, however a team evolves with the bad decisions as well as the good ones, the bad ones give other players the chance to step up and that has worked out pretty well for the eagles in the past. Players are also a product of coaching as well as natural ability, If any of the "name" players had been chosen instead of Moats there is no guarantee that they would still be the players that they now are.
