According to Polian, they're not going to use him for returns:
Although Garcon returned punts and kicks in college, Polian said that likely won’t be his role early. Rather, he will learn the Colts’ offense and work to make the significant step from a lower level of college football to the sport’s highest level.
4.37 in the 40, a 36.5" vertical, and that one-handed grab have nothing to do with the level of competetion he played against in college. The only beef against him that I've read is he's not great at running routes, but now he's got Marvin and Reggie to teach him. It wouldn't surprise me to see him on the practice squad for a season to aid with the jump to this level. With hands and athleticism like that, teach him to run routes and let Peyton get comfortable with him, then watch out. That should just about coincide with Marvin's retirement. Plus, we still don't know what we have in Hall and Aromashodu. They beefed up the O-line and have WR's, TE's and RB's coming out of their ears. As long as the D stays reasonably solid, I don't see any window of opportunity closing. As a matter of fact, I don't see any decline in this offense at any time during the next 3 years.
